President Vladimir Putin has decided to ditch the foreign-made armored limousines that have served Kremlin leaders since the collapse of the USSR, and get himself a patriotic Russian ride.

Mr. Putin, who recently vowed to drive less and work from home more often, believes that Russian officials should ride in domestically built automobiles, he told a TV news program this week. And a prototype of the new "Limo No. 1," the new ZiL-4112P,? is now ready for road testing, he added.

The sleek new car that Putin and other top Russian leaders will soon be riding around in, on Kremlin orders, is an updated version of the old ZiL limousines that carried Soviet Politbureau members to and from their dachas back in the days of the USSR.

But Mikhail Sattarov, director of special production at ZiL, says the new limo, which has been six years in the making, will be much more than one of those clunky old Soviet armored soapboxes that can nowadays be seen only in newsreels.

"This is a new car, the first prototype of a new series. We hope that if Putin decides to use it, it will have a favorable impact on the situation in the Russian automobile industry in general," Mr. Sattarov says.

"It's a Russian car, with a Russian-made engine. It has some of the features of the previous ZiL limousines, but it's got a new look. When you see it, it's not an old ZiL, and it's not a Mercedes. We think it's much better looking than the Cadillac [US President Barack] Obama drives around in ? which is like a scary submarine, scary to look at," he adds.

The new-look, hand-tooled ZiL weighs 3.5 tons (without armor), has six doors, and a 7.7 liter engine that should require just 7 gallons of gas to go about 60 miles, with a top speed of 125 mph. That's apparently a big improvement over former Soviet leader Leonid Brezhnev's ZiL, which burned 17 gallons to go the same distance.

The interior will feature plush calf-leather seats, a full workstation, and a TV screen connected with an external video camera that will enable the driver and passengers to see what's going on around even if they have to lower armored shutters over the windows. Mr. Sattarov says it will also have unique security features, based on secret Russian technologies, to guarantee passengers' safety in almost any conditions.

Experts say that the idea of Putin and other top officials switching to a Russian-made car is about more than prestige.

"It's a symbol of support for the Russian auto industry," says Mikhail Ganelin, a senior analyst with the state-owned Sberbank, Russia's largest bank.

"We do still have an extensive auto industry, even if we have no current luxury brands. And it's worth mentioning that Russia is the second largest market for cars in Europe, after Germany. Decisions like this have an impact," Mr. Ganelin adds.

Former Russian President Boris Yeltsin tried to force officials to switch from popular Mercedes and BMW limousines to Russian-made models back in the 1990s, without the slightest success.

No one knows how much has been invested in the new ZiL, but it could be substantial. Experts say that it can cost up to $1 billion to develop a completely new model, though Putin's new ride is most likely a version of the old Soviet car with a few upgrades.

"The USSR could do these things, by throwing endless money at leaders' cars and such," says Igor Morzharetto, an expert with Za Rulyom (Driver) magazine.

"But the schools for specialists have been lost, and we do not have skilled workers for the production lines anymore.... The engine for a car like this should be perfect, with no faults. We don't have such engines in Russia, or the chance to produce them. Even to assemble such a car costs big effort," he adds.

"And I don't really understand why we need it. It won't change anything at the basic level of our auto industry. You can order all the officials to part with their foreign cars and drive domestic Russian ones, but has anyone really counted the costs? Of course, if Putin orders it, it will be done."

NEW YORK, Oct 30 (Reuters) - A possible levee breach in northern New Jersey on Tuesday, flooded three towns with 4 to 5 feet (1.2 to 1.5 meters) of water in the wake of Hurricane Sandy, prompting the evacuation of hundreds from their homes.

The towns of Moonachie, Little Ferry and Carlstadt were underwater after the swollen Hackensack River broke its banks, affecting around 2,000 residents, said Jeanne Baratta, chief of the Bergen County Executive.

Baratta, who was on the scene with emergency personnel, said there was the possibility that the river overflowed its banks rather than broke a levee while a New Jersey State Police spokesman described it as a levee break in the borough of Moonachie.

In early September, a friend?s Facebook post linking to a Change.org petition alerted me to the possible demolition of a Frank Lloyd Wright house in Phoenix, Ariz.

?I can?t even fathom how a developer could just tear down a FLW house,? the post read. ?It?s insane.?

The story came up in conversation several times over the next week or so, at which point my friends and I would shake our heads in disbelief and wonder not only how such a house could be unprotected as a historical landmark, but also how anyone could be so short-sighted and, frankly, heartless as to tear down what amounts to a cultural treasure, a work of art by one of America?s great architects.

?They can?t do that,? said one friend, in complete disbelief. ?They can?t.?

But there it was, not just on the petition, but The New York Times website as well: Wright built the home for his son David. When David Wright and his wife, Gladys, died, their granddaughters inherited the home. The granddaughters sold the home for $2.8 million to a buyer who promised to restore and live in the home. But instead, the buyer put the home back on the market, selling it for $1.8 million to a developer called 8081 Meridian, which had plans (and approval) to split the lot, demolish the house and build two luxury homes on the site.

And who might these dastardly developers be, these men who would tear down a piece of American history to turn a profit? A couple of high school pals from Meridian, Idaho, of course.

Thanks, guys. We Idahoans already get a bad enough rap for the white supremacist crazies that used to live up north. We don?t need people thinking we?ve got a hate on for American architectural history as well.

The New York Times reports that the developers, John Hoffman and Steve Sells, want to sell the house before Nov. 7, when the Phoenix City Council will decide whether to grant the house landmark status. Though such a move would only protect the home from demolition for three years, Sells said it would put him and Hoffman ?out of business.?

The men now say the house should be preserved, but I can?t help but wonder why they didn?t recognize that in the first place. According to the Times article, Sells claims ignorance, saying he hadn?t known the difference ?between Frank Lloyd Wright and the Wright brothers.? The article implies this is because Sells grew up ?rodeoing? with ?no money.?

Really? ?I attended Idaho public schools, was involved in 4-H and have been aware for quite some time that there once was an architect named Frank Lloyd Wright who?s still kind of a big deal.

And I?m not even a residential real estate developer. Surely at some point during their real estate development ventures ? as I understand it, real estate development is at least peripherally related to the architectural industry ? Sells and Hoffman came across some reference to Wright?s work. After all, the American Institute of Architects in 1991 named Wright the greatest American architect of all time. Of all time!

In any case, Sells seems a bit bent out of shape that his investment may not mean as big a payoff as he?d hoped. Though 8010 Meridian purchased the property for $1.8 million, The New York Times reports Hoffman rejected a cash offer of ?a little over $2 million? from an anonymous Wright enthusiast. And while it isn?t fair to ask Sells and Hoffman to take a massive financial hit just because they didn?t see the cultural and historic value of the property, it also isn?t fair of them to use the threat of demolition to squeeze as much money as possible out of a property they didn?t thoroughly research.

And from what Sells tells The New York Times, unless he and Hoffman get a price they?re happy with, demolition is still a possibility. Even if the City Council does grant the home landmark status, ?I?ll move in, invite everybody to come in and take their pictures, and I?m going to wait three years. Then I?m going to knock it down to recoup my losses.?

Dude, come on. Just because the law allows you to do the wrong thing doesn?t mean you should.
