University gives North Koreans a peek into market economy

[SEOUL] Capitalism, in hermit North Korea, is normally associated with moral and economic ruin.

The Korea-born American who heads Pyong-yang's only private university is trying to change that. He believes he has the support of the man many think is emerging as the real power in the North, whose new leaders are pondering how to save their broken economy from collapse.

The Pyongyang University of Science and Technology, co-founded by Chan-mo Park, is teaching dozens of North Koreans the skills of a modern market economy, something the impoverished state has managed for decades to avoid.

"I want whatever they learn to be used to revive their country's economy," Mr Park told Reuters in an interview in Seoul, one of the world's most wired cities in sharp contrast to Pyongyang which even though it is home to North Korea's elite, struggles to provide its residents with power or heating.

ST. LOUIS (AP) - Without much fanfare, Kyle Lohse is having a sensational season.

The right-hander pitched six spotless innings to earn his 12th win and the St. Louis Cardinals beat the Milwaukee Brewers 3-0 on Sunday night for a three-game sweep.

Lohse (12-2) allowed four hits and threw 100 pitches while winning his sixth consecutive decision. He struck out six, walked three and lowered his ERA to 2.79.

"I have an idea of what I'm trying to do out there and I'm just going out and executing the game plan," Lohse said. "It's fun out there to throw strikes and let the defense do its work."

Daniel Descalso had a season-high three hits for the Cardinals, who have won five of six and 12 of 16. It was their first three-game sweep at home against the Brewers since March 31 to April 3, 2003.

Milwaukee has lost its last nine road games.

Lohse has recorded quality starts in 11 of his last 12 games. He has emerged as the ERA leader on a talented staff that includes Adam Wainwright, Jake Westbrook and All-Star Lance Lynn.

At times, Lohse's efforts have gone unnoticed, but he doesn't mind flying under the radar. He is not big on publicity.

"I don't play this game for that stuff," he said. "I like the fact that my teammates and my manager appreciate what I am doing."

Lohse has gone at least six innings in his last 12 starts and this time he got plenty of help from his bullpen.

Edward Mujica, Mitchell Boggs and Jason Motte shut out the Brewers on two hits over the final three innings. Motte earned his 24th save in 28 chances.

"It's a nice feeling to know that if we get to the seventh with the lead, it's going to be held," St. Louis manager Mike Matheny said.

The Cardinals wore 1982 powder blue replica uniforms to mark the 30th anniversary of their World Series win over Milwaukee. Back then, the Brewers were in the American League.

St. Louis has won 14 of the last 19 regular-season games between the teams. The Cardinals also beat Milwaukee in last year's NL championship series.

Descalso drove in Jon Jay with a two-strike triple off Marco Estrada (0-5) in the second inning following a one-out walk. Allen Craig pushed the lead to 2-0 with a run-scoring double in the seventh. Craig has 56 RBIs in his last 67 games.

David Freese, who had two hits, brought in Carlos Beltran with a single in the eighth. Beltran doubled off the bag at first base.

Descalso also singled in the fifth and seventh to finish 3 for 4. He struggled earlier in the year but has six hits in his last 10 at-bats to raise his average to .250. He was hitting .197 on May 11.

"I wasn't happy with the way I was playing," Descalso said. "I expected a lot more out of myself. I've been working hard to try and turn it around and relax up there."

With the series sweep, the third-place Cardinals moved within seven games of first-place Cincinnati in the NL Central.

"It's still a little early to be checking scoreboards and stuff," Descalso said. "But we've been playing pretty well. It's nice to come home and get three wins."

Estrada turned in one of his best performances of the season but remains winless in 13 starts. He gave up one run and seven hits over six innings.

"I made a couple of mistakes that they hit, but overall I was pretty happy with the way I threw the ball," he said.

The Brewers, who have lost 12 of 16, were 2 for 22 with runners in the scoring position during the series.

Milwaukee loaded the bases in the fourth before Lohse struck out Estrada to end the threat. The Brewers put two on in the third, but Lohse got Ryan Braun to pop out.

"We had a lot of chances with Lohse," Milwaukee manager Ron Roenicke said. "He's really good, but we needed a big hit somewhere and we're just not getting that hit."

Brewers third baseman Aramis Ramirez went 1 for 4 in his return to the lineup after missing the previous two games with a sore left wrist.

NOTES: The Brewers had given up six or more runs in their past five road games. ... Milwaukee pitchers have a major league-best 915 strikeouts. ... Iran warns against foreign intervention in Syria

DUBAI (Reuters) - Iran warned against foreign intervention in Syria on Sunday and said the conflict there could engulf Israel, Iranian media said.

Larijani accused the United States and regional countries he did not name of providing military support to rebels fighting to topple President Bashar al-Assad, a key Arab ally of Iran.

Syria has accused Turkey, Qatar, and Saudi Arabia of backing rebels in Syria and fuelling violence there. Iran meanwhile has supported Assad's efforts to crush the 17-month revolt.

"The fire that has been ignited in Syria will take the fearful (Israelis) with it," Iran Parliament Speaker Ali Larijani said on Sunday, according to the Islamic Republic News Agency (IRNA).

"What really allows these countries to interfere in internal Syrian affairs?" Larijani was quoted as saying.

Larijani is considered a moderate conservative and a close follower of Supreme Leader Ayatollah Ali Khamenei, the most powerful man in Iran who decides the country's foreign policy. Larijani is also a fierce critic of President Mahmoud Ahmadinejad and widely expected to run for president in 2013.

On Friday, following his visit to Moscow to discuss Syria, Iran's Deputy Foreign Minister Hossein Amir-Abdollahian said "terrorist groups" supported by foreign forces were operating in Damascus and Aleppo, IRNA reported.

Amir-Abdollahian said "tens of thousands of weapons" had entered Syria from neighboring countries and were being used by groups including al Qaeda.

"Unfortunately America and regional countries ... do not take steps to control the borders," Amir-Abdollahian was quoted as saying.

Amir-Abdollahian said he did not believe Syria would be attacked by foreign powers, but that if it were, it would not need Iran's help in defending itself.

"Syria has been ready for years to respond to any military attack against it by (Israel) or other countries, and can respond strongly to any military action by itself and with complete readiness," Amir-Abdollahian was quoted as saying.

Iran and Russia support the six-point plan presented by former UN peace envoy Kofi Annan to solve the crisis. A frustrated Annan resigned his post last week, blaming "finger-pointing and name-calling" at the U.N. Security Council for his decision to quit.

Iran has blamed the United States and countries in the region for the failure of Annan's plan.

What Is Risk Management: A Strategic Business Management View

Risk management is one of those odd ducks where the term can be used to mean many different things. To a bank, risk management is used to refer to managing credit and determining how much exposure exists on loans. To an insurance agent, risk management refers to determining how much insurance to buy. On the other hand, to their employer, the insurance company, risk management refers to ensuring that claims against the company are reduced and limited.

With all these definitions, is it any wonder that the term is misunderstood and misused?
In fact, if you look at all these definitions there is one constant throughout. They all deal with loss, and the protection against loss.

And that?s just plain unfortunate.

The truth is that risk has a very specific term in mathematics and probability theory. It?s only in general usage that we have allowed the word to morph into a threat-focused term. The word risk actually refers to the probability of occurrence. Risk is the opposite of a certainty. It doesn?t refer to amount of exposure or the nature of the exposure at all. That may not matter for the examples above. However, it does matter in more general situations such as project management and its relative strategic management.

This may seem like semantics but it really does matter. You see at its simplest risk management refers to a set of management processes. The focus of these processes is on ensuring maximum returns when the occurrence is uncertain. To do that it balances the costs of enhancing positive events and their returns on the one side. On the other, it balances the costs of reducing losses and the loss amount.

For example, let?s say that you are building a new business over the internet. There is a possibility that one of your promotional videos could go viral. If that happens your business would receive a major boost in business. You can do three things in this case. The first is to sit back and if it happens, it happens. The second is to do something (like animate cats) that will help to make your video go viral. At least that you hope will make the video go viral. The third thing is that you can ensure that if it happens you have the resources to support all the sales (for example putting extra bandwidth in place). The process of risk management will help you to ensure that you don?t overspend and yet get the most from the upside of the activity.

What about a negative example of risk management? Let?s take the example of a new strategy to build your business. What happens if the customers can?t accept the new strategy? Your sales will go down. You can do three things once again. If you believe that the loss is a matter of short-term pain for long gain, you might do nothing. Or to reduce the risk of this happening, you might do a test on a small group of customers first. Finally, you could go back to the old strategy in order to keep your existing customers happy.

Both of these examples have a good outcome and a bad outcome. The video could go viral or it could offend your existing customers. The strategy could be well received or poorly received. Neither of these outcomes is certain. Risk management is a set of management processes that ensures that no matter what really happens, you will come out on top

Climbing the Monkey Bars: September At-Home Project and Take ...

September is such an exciting month - that's when we go back to school here in NY.? We not only meet our new students, but their families also!

My first at-home project is a family album or scrapbook. I send home a letter to the parents describing the project and a sheet for the families to use to create their special page. I usually send the project home the first week of school and I give them about a week to complete it. Then, each child shares his or her page with the whole class. Once all of the children have shared, I compile the pages into a binder.? I use a binder with a clear insert on the front and slide in the cover page. I also put a directions page in it so the parents understand what they should do with their child. Finally, I place a few "comments' pages in the back.

Every child has a chance to bring the family album home and the families can look through the album together. I ask them to see if they can find things they may have in common with the other families. Then, they can add a short comment in the back of the album. I place the album in a canvas bag along with some books about families. Once all of the families have had a turn to look through our album, I place it in our classroom library.

One more thing...make sure you make a page for yourself. The teacher's family page is usually the most popular part of the album. The children love to see our families, pets, hobbies, etc. We are actually real people who live outside of the school!

How Hard Is It To Drive a Tank?

It?s difficult but possible. Fortunately for the Free Syrian Army, some of its soldiers received training before defecting from the government forces, because learning to drive a tank without instruction requires some patience and a little lucky guessing. The control panel features hundreds of switches, dials, and levers that operate the engines, guns, communications, electronics, fire suppressants, and gyroscopes, to name just a few of the machine?s complex systems. Most of them have abbreviated labels that would mean nothing to a layperson, making it difficult to locate even the switch that turns the engines on and the stick that puts it into gear. (Some older tanks also need to warm up for a few minutes before driving.) Releasing the brake can be tricky, as many models require the driver to depress the pedal and pull a lever simultaneously.
