Teachers' solon scores PNoy for cloaking true state of education

PRESS RELEASE

24 July 2012

Reference: ACT Teachers Party-List Representative Antonio Tinio?(09209220817)

ACT Teachers Party-List Representative Antonio Tinio slammed the President for refusing to reveal in his SONA the true state of education under his K to 12 program.? Tinio maintained that Aquino in particular was mum on the inadequate salaries of workers in the education sector and the growing number of teachers working as highly exploited contractuals.

The progressive solon said that Aquino should have acknowledged the reality that teachers and non-teaching personnel are forced to cope with the increasingly rising cost of living using their meagre salaries.? Tinio then dared Aquino to prove his alleged commitment to education by ensuring the swift passage of House Bill 2142, or the Public School Teachers? Salary Upgrading Act, and similar bills calling for pay hikes of teachers and other public employees.

Tinio also noted that the SONA was silent on the issue of teacher shortage, which stands at 132,483 based on his estimates.? He said that teachers will be closely monitoring the implementation of the proposal, revealed to the public through Budget Secretary Butch Abad, to give DepEd enough funds to hire 61,500 teachers by June 2013.

?This pledge is a result of our long-standing and broad campaign for government to address the teacher shortage, and this proposal is long overdue,? Tinio said.? ?But we are greatly worried that a significant portion of the 61,500 will be contractuals, such as the 20,000 ?volunteer? Kinder teachers hired this year.? Secondly, his budgetary commitment still falls way below the sector?s needs.?

Tinio urged to double his investment for teachers, to enable DepEd to hire regular teachers enough for the 132,483-gap.

Tinio assured Aquino of more militant mass actions to come, especially during the budget season, opening today. ??To reiterate their demand for higher education budget, the people will still be massing up in Mendiola.??Ganito po kasimple, Ginoong Presidente: ang Salary Grade 15 o P24,887?kada buwan ay mas malaki sa Salary Grade 11 o P18,549?kada buwan. ?Ang 6%?ay mas malaki sa 2.74% proposed DepEd-CHED budget?niya.

The international standard for optimum public spending for education is set at 6% of the Gross Domestic Product.? ###

Security, Privacy & Compliance Update: Microsoft Offers Customers ...

Last month, we announced the availability of SSAE 16 / ISAE 3402 attestation for Windows Azure core services; an important milestone for our customers and partners, as many have requested and received a copy of the audit report.? But what our health customers care most about are the HIPAA and HITECH Act compliance capabilities in Windows Azure that they need to fully leverage the cloud.

I?m pleased to announce that we have achieved the most important compliance milestone for our health customers: enabling the physical, technical, and administrative safeguards required by HIPAA and the HITECH Act inside Windows Azure core services, and offering a HIPAA BAA to our EA (Enterprise Agreement/volume licensing) customers and partners in the health industry.

HIPAA and the HITECH Act are United States laws that apply to most doctors? offices, hospitals, health insurance companies, and other companies involved in the healthcare industry that may have access to patient information (called Protected Health Information or PHI).? In many circumstances, for a covered healthcare company to use a service like Windows Azure, the service provider must agree in writing to adhere to certain security and privacy provisions set forth in HIPAA and the HITECH Act.?

On July 24th, we updated the Windows Azure Trust Center and made available a HIPAA BAA that includes Windows Azure breach monitoring and notification at the platform level for the following core services:

Cloud computing made it possible for heath customers to quickly and cost effectively leverage big data technologies, augment storage needs, accelerate development and testing of new solutions, etc.? The existence of Windows Azure BAA means that covered healthcare entities can now leverage Windows Azure core services in a pure public cloud platform, as well as a hybrid cloud configuration that extends their existing on premises assets and investments through the public cloud.

Earlier in 2012, Microsoft announced the availability of a BAA that covers Microsoft Office 365 and Dynamics CRM Online.? The extension of this BAA to also cover Windows Azure core services is a significant accomplishment.? With this BAA now in place, Microsoft is offering something unprecedented in the health IT market ? a complete range of public, private and hybrid cloud solutions that support covered healthcare entities? compliance needs.?Rather than go to multiple cloud vendors for productivity, collaboration, application hosting, data storage, and relationship management, Microsoft?s customers can consolidate on one cloud, with one infrastructure partner with a common security and privacy framework that caters specifically to the needs of healthcare covered entities.

Covered entities can now confidently migrate and extend their datacenters on their terms into the public, private, or hybrid clouds, realizing immediate cost savings, organizational agility, and enabling collaboration across the care continuum.? While Windows Azure includes features to help enable customer?s privacy and security compliance, customers are responsible for ensuring that their particular use of Windows Azure complies with HIPAA, the HITECH Act, and other applicable laws and regulations.

For more information about how health organizations can leverage cloud services to dramatically lower IT costs and drive greater productivity and collaboration, visit Microsoft in Health blog.

Iron Maiden calls out fan for texting

By Gael Fashingbauer Cooper

People text each other from the oddest places these days -- bathrooms, roller coasters, water parks. But one fan was called out quite publicly when he decided to text rather continuously from, of all places, an Iron Maiden concert.

Bruce Dickinson, leader of the British heavy metal band, spotted the texter and screamed out, "Oh, for (expletive) sake, the guy with the bald head and the white shirt, you've been texting for the last (expletive) three songs. You're a (British expletive)!"

The scolding was captured on video during Maiden's concert at Klipsch Music Center in Indianapolis on July 19, and the video's quickly been passed around. Dickinson didn't spend much time worrying about the clueless fan. Right after calling him out, the band ripped into "Wasted Years."

Whose side are you on -- Dickinson's or the texting fan's? Vote in our poll, and tell us on Facebook.

Whose side are you on?

(AP) ? If this had been a normal British Open, Ernie Els would've been hanging out on the putting green hoping his work was done. Any other time, he wouldn't have welcomed a playoff to secure the title.

The Big Easy was willing to make an exception this time.

There was nothing normal about a wind-swept Sunday at Royal Lytham & St. Annes.

"Crazy, crazy, crazy," Els kept saying.

Crazy, indeed. And, for the guy who let it slip away, a gut-wrenching blow.

Adam Scott had the claret jug in his grasp with four holes to play. A player of enormous potential was poised to fulfill his promise at age 32, to collect the first major championship of his career after building a comfortable lead over three days of brilliant golf.

Then, a bogey. And another. And another. And finally, at the 18th hole, with a 7-foot putt to at least force a playoff, he missed again. Scott's knees buckled. Golf's oldest championship had been snatched away, handed to Els with one of the great collapses in golfing history.

"You're not really hoping the guy is going to make a mistake, but you're hoping you don't have to go to a playoff," said Els, who was playing two groups ahead of Scott. "This one was different because I feel for Adam. I really didn't mind going to a playoff. He probably didn't feel that. But I was, at best, hoping for a playoff on the putting green."

When it was done, Scott had to make a painful walk back to the 18th green to collect the prize that goes to the runner-up. On the table was the silver chalice that should've been his.

He gave it to Els on a silver platter.

The winner hardly sounded like one. In fact, Els was downright apologetic about the way it happened.

"Sorry," he said, looking toward a glassy eyed Scott. "You're a great player, a great friend of mine. I feel very fortunate. You're going to win many of these."

Scott certainly has plenty of years to capture a major. He's just coming into what should be the prime of his career. But no one really knows how he'll bounce back from such a bitter disappointment.

He has joined the infamous list of epic meltdowns, his name now etched alongside the likes of Jean Van de Velde and Ed Sneed and, yes, Greg Norman, his Aussie countryman and childhood hero.

"I played so beautifully all week," Scott said. "I shouldn't let this get me down."

But how could he not?

Scott can only hope he doesn't turn out to be another Van de Velde or Sneed, players who had their one shot at glory and never came close again.

Els tried to be encouraging.

"I told him, 'I've been there many times and you've just got to bounce back quickly. Don't let this thing linger,'" said Els, who added a second Open title to a pair of U.S. Open crowns. "I feel for him. But thankfully he's young enough. He's 32 years old. He's got the next 10 years that he can win more than I've won. I've won four now. I think he can win more than that."

Assuming he can get over this.

Scott, who went into the final round with a four-stroke lead after three straight rounds in the 60s, got off to a wobbly start with two bogeys on the first three holes. But the breeze off the Irish Sea ? nonexistent through the first three rounds ? blew everyone else away. Everyone but Els, that is, a guy who hadn't won in more than two years, a guy whose best golf seemed behind him.

Tiger Woods made a triple-bogey at the sixth, forced to take one swing while sitting on the grass next to a bunker. In one wayward hole, he lost any chance of rallying to win a 15th major title and end a more than four-year drought since his last big win.

Graeme McDowell duck-hooked his ball into the trees along the 11th fairway, the sort of shot that a weekend duffer might hit, not the 2010 U.S. Open champion. Thirty-six-hole leader Brandt Snedeker also lost a ball, gobbled up by the thick rough.

Els was the only one who mounted a charge, closing with a 2-under 68. But, let's face it, that shouldn't have been enough.

This wasn't so much a matter of one player winning as it was the other player losing.

"I know I've let a really great chance slip through my fingers," Scott conceded. "But somehow I'll look back and take the positives from it. I don't think I've ever played this well in a major championship, so that's a good thing for me moving forward. All the stuff I'm doing is going in the right direction."

Scott appeared to wrap it up with a birdie at the 14th hole, restoring the four-stroke lead he had at the start of the day. Even when a shot into one of the 206 bunkers at Royal Lytham led to a bogey at the 15th, he still seemed in good shape. But when he missed a 3-footer at the 16th, there were some ominous groans from the gallery. And when Els, a couple of holes ahead, rolled in a 15-footer for birdie at the tough finishing hole, Scott couldn't miss the cheers from across the course.

The lead was down to a single shot.

"Yeah, I heard it," Scott said. "I didn't even have to look at the leaderboard to realize the situation."

He responded with a clutch tee shot at the 17th, right in the middle of the fairway, but the next swing is the one he'll carry with him for a while. A 6-iron from 178 yards landed short of the green in waist-high grass. He failed to convert the up-and-down. Just like that, the lead was gone.

"Looking back on it, it all comes down to the shot into 17 for me," Scott said. "That's the one I'm most disappointed with. At that point, I'm still well in control of the tournament."

Then he knocked his tee shot at 18 into another bunker, the ball winding up next to one of the towering sod walls, leaving him with no other choice except to punch it out into the fairway. He showed plenty of guts by getting his iron shot so close, but the long putter that had worked so well all week let him down again.

The ball never had a chance, rolling past the left edge of the cup.

"It's hard to watch a guy do that," said McDowell, who also played in the final group.

Scott finished with a 5-over 75, leaving him one stroke behind Els' winning total of 7-under 273.

In a sense, this was eerily reminiscent of Norman, who won two British Opens, but is best known for all the majors that got away ? none more so than the 1996 Masters, when he squandered a six-shot lead by shooting 78 in the final round.

"Greg was my hero when I was a kid, and I thought he was a great role model, how he handled himself in victory and defeat," Scott said. "He set a good example for us. It's tough ... I can't justify anything that I've done out there. I didn't finish the tournament well today. But next time ? and I'm sure there will be a next time ? I can do a better job of it."

For now, the pain is too deep to just put it aside and get on with the rest of his career.

Scott doesn't know how long it will take go away.

He only hopes it will.

"Well, it may not have sunk in yet, so I don't know," Scott said ruefully. "Hopefully I can let it go really quick and get on with what I plan to do next week and get ready for my next tournament. We'll see. I don't know, I've never really been in this position, so I'll have to wait and see how I feel when I wake up tomorrow."

Spain sparks sell-off on jittery stock market

Brendan Mcdermid / REUTERS

Traders work on the floor of the New York Stock Exchange Monday.

By Roland Jones, NBC News

Europe?s debt crisis, the fiscal cliff and persistently high unemployment -- the stock market has had a raft of troubles to grapple with lately.

Can stocks get over these issues and move higher?

Stocks took a tumble Monday, tracking global equity markets sharply lower, as traders worried that Spain could eventually be shut out of public markets and forced to seek a sovereign bailout in the same manner as Greece, which itself may be approaching an exit from the eurozone.

By the close of trading, the Dow Jones industrial average was down 101 points, recovering from a loss of as much as 239 points sustained just after the opening bell.

Julian Callow, chief European economist at Barclays Capital in London, reckons the outlook for stocks won?t look much brighter until Europe?s troubles are resolved.

That doesn?t look too likely at the moment, he added.

?Things are not going to look a lot better for the financial markets until we start to see some improvement coming through in the business cycle here in Europe,? Callow told CNBC. ?And I really struggle to see much evidence of that right now.?

The broader market, as measured by the Standard & Poor?s 500-stock index, is down 5 percent since hitting a high for the year on April 2, and if the spring-and-summer swoon is giving you a tingling sense of d?j? vu, you?re not imagining it.

The stock market is starting to follow the same pattern as 2011. Stocks began the year well, but faltered in the spring and summer as the economy started to show signs of weakness.

Unfortunately, if the 2011 patterns holds for the rest of 2012,?the market?is likely to drop 20 percent from its recent high amid massive recession fears and on the back of fears about Europe?s debt crisis.

?There?s a lot of talk about us going through what we went through last year, and the script is close,? Jim Paulsen, chief investment strategist at Wells Capital Management, told CNBC Monday.

?But I think we?re very different this year,? he added. ?We could stay sloppy here for a while, but I still think the U.S. is going to exit this soft patch and the market has a good run to new highs here before the year is out.?

A persistent fear about the state of the economy is weighing on some investors. The nation?s unemployment rate held at 8.2 percent in June, and it has remained above 8 percent since February 2009.

Last week, Federal Reserve Chairman Ben?Bernanke told lawmakers at a hearing that progress in reducing the nation?s unemployment rate may be ?frustratingly slow? and added that the central bank is ready to take further action to bolster the recovery.

Bernanke also raised the issue of the so-called ?fiscal cliff? -- tax increases and government spending cuts that are supposed to start in 2013 and could push America into recession if they are not addressed.

With corporate earnings season is full-swing, companies are reporting solid second-quarter results, but reported revenue is looking weak.

Only 42 percent of the 120 companies in the S&P 500 index that have reported so far this quarter have beaten analysts? revenue estimates, in contrast to the ?63 percent of S&P 500 companies that beat analysts? quarterly revenue projections over the past decade, according to a report in The Wall Street Journal.

Still, it?s worth remembering that the market is?up sharply from last October?s lows, said BlackRock?s Chief Equity Strategist Bob Doll.

?Given all of the negatives that seem to be paramount in investors? minds, it may be easy to forget that we are still in the midst of a bull market,? Doll said in a research note Monday.

From their lows last October, U.S. stocks climbed an impressive 32 percent to their April 2012 highs, and they have subsequently experienced an 11 percent correction into early June. Since then we have bounced back almost 7 percent, he added, while stocks are up close to 10 percent on a year-to-date basis.

Doll said stock prices should continue to climb, but in a back-and-forth fashion.

?There is still room for additional policy easing around the world given weak growth levels and low levels of inflation,? Doll said. ?Equities do generally benefit during times of policy reflation, but they do so in a volatile fashion given the associated backdrop of economic concerns.?

As many companies prepare to release Q2 earnings, investors are wondering if they will receive any clarity on the markets.

EA's CEO Sees Next-Gen Consoles Coming Soon by VR-Zone.com

The gaming industry is not doing well, at least as far as Wall Street is concerned. Electronic Arts, along with other game developers and publishers that are publicly traded, have been struggling with low stock prices. In his recent interview with CNBC, however, John Riccitiello, CEO of the publishing giant, said that he believes his company?s financial outlook will turn around if it can move into next-gen consoles soon. According to that logic, we should hopefully be seeing the next generation of gaming consoles sometime in 2013. Other analysts have pointed to signs, such as hints and leaked details about the PlayStation ?Orbis? and the Xbox ?720?, as indications that we can expect an announcement sometime in 2013, either at CES or at E3.

In his interview, Riccitiello mentioned the company?s greatest challenges, which include a heavy saturation of the market for the next console generation. He predicts that we?ll hear official announcements about these consoles coinciding with how those announcements will factor into their NPD data. ?I think a major catalyst coming forward and the most important catalyst coming forward is visibility on next-gen consoles because that NPD data? that can and should be reversed out at some point probably starting next year.? While this prediction isn?t the kind starting with ?I believe we?ll see the next generation of consoles in?? it makes logical sense. Financial data hasn?t been great lately, with Sony, Microsoft and Nintendo seeing, in some cases, double-digit losses in their sales figures for June, leading to the big three, and major third party developers, seeing the writing on the wall for this generation of consoles.

Another indicator to the major players in the gaming industry is the massive amount raised by the Kickstarter project for Ouya, a new console being developed which will run Android, be fully open for tinkering and will cost only $99 on launch; this project should serve as a big sign that the gaming public is ready for something new.

FEMA Steps in to Help Flood Victims | Daily Business News

NewPortRicheyPatch says Walden Pond Mobile Home Park in New Port Richey, Florida is closing as the result of Tropical Storm Debby and residents must be out by July 31, 2012, according to a letter dated July 6 and sent under the letterhead Walden Pond LLC. Owner Paul Beraquit says because the residents were on month-to-month leases, Florida law allows either party to terminate by written notice at least 15 days in advance. He adds he cannot afford to maintain the community. The letter says, in part, the closure is ?due to decreased occupancy at the park and ongoing issues with certain utilities.? Less than half of the 93 home sites are occupied, and some of the homes are rentals. One resident said she knew the owner was going to close Walden Pond but no one knew when. Pasco County was declared a federal disaster area following Debby, and at least half of the community was damaged by the flooding. MHProNews has learned Federal Emergency Management Agency (FEMA) officials are canvassing the community to determine how many of the residents, most of whom are low income or on fixed incomes, are eligible for rental assistance from FEMA.
