1. Exhibit an exceptional degree of ingenuity, creativity, and resourcefulness. Maintain an in-depth knowledge and working understanding of the US Government Acquisition and Procurement environment, commercial contracting methods, EXPORT laws and regulations, ITAR, FAR/DFAR etc. and other government regulations.
2. Demonstrate specialized knowledge in an area of contracting such as, but not limited to international contracting, certain contract types, commercial contracting, joint ventures, strategic alliances and intellectual property. Ability to creatively negotiate with government agencies would be a plus.
3. Often acts independently to uncover and resolve issues. Serves as consultant to top management in long-range planning. Establishes objectives and work plans, delegates assignments to the team and/or individual contributors. Responsible for the training, motivation and counseling of direct and indirect reports. Receives assignments in the form of objectives with goals for the department or business area. Management reviews objectives to determine success of goals.
4. Works with engineering and Sales departments as required. Develop and maintain professional and dependable relationships with internal/external customers. Develop information which extends knowledge to assist in concept, theory, and/or product development.
5. Interface regularly providing advice and counsel on contractual and business matters to management at the assigned Business Area. Outside contact with Customers. Develop and maintain professional and dependable relationships with external customers.
6. Travel as necessary to execute proposals and contracts in accordance with delegated authority. Provide input for or may be required to develop various budgets.
7. Capable of establishing and managing negotiation strategies and financial requirements, perform business risk assessment and recommend mitigation plans, conduct negotiation of contracts requiring a high degree of negotiation expertise, execute proposals and contracts to the threshold delegated.
8. Foster and maintain sound and reliable relationships with co-workers throughout the site and with counterparts in customer organizations.
9. Develop solutions to complex contracting issues, which require the regular use of ingenuity and innovation. Ensure solutions are consistent with organization objectives.
10. Responsible for overseeing contract negotiations and management of various types of contracts with domestic and international customers and the U.S. Government. Ensures compliance with contract specifications, company policies, and state/federal regulations.
11. Reviews Request for Quotations, Requests for Proposals, Basic Agreements, Memoranda of Agreements, Long Term Pricing Agreements, inter-company work, proposals preparations, and contract structuring, or other pre-contract documents for acceptability of terms and conditions and identification of special requirements. Advises management of potential risk areas to ensure that order requirements are consistent with the proposals.
12. Able to read regulatory, policy and related contract guidance, interpret that guidance, to a stated situation, and applied the concepts presented in the guidance.
13. Supports the Negotiation team by representing the Company?s position to the customer. Acts as lead negotiator. Provides rationale and support for company stated exceptions to terms and conditions.
14. Summarizes order requirements using the order entry system and ensures that appropriate company personnel are made aware of the order requirements
15. Acts as point of contact for customer?s buyer/subcontract administrator. Maintains an effective customer service relationship to ensure a high standard of performance and business ethics
16. Maintains contract/sales order files.
17. Creates shippers for non-part numbered contract line items
18. Prepares necessary documents to meet applicable U.S. State Department or Commerce Department export licensing requirements
19. Develop pricing techniques and practices with knowledge of previous experience in financial models in order to maximize margins and sales.
20. Implement and assist in the activities of data collection and analyses. Documents material pricing information to provide evidence of pricing strategy and support of proposed dollars.
21. Research, analyze, and interpret historical data to support pricing models, also capable of developing and maintaining pricing tools and databases (i.e. supplier quote data base).
22. Obtains and reviews data for materials to be disclosed in accordance with TINA regulations, as applicable.
23. Integrate export compliance requirements into business processes to ensure compliance with all import/export regulatory requirements where the company conducts business.
24. Perform other duties, consistent with the position, as required or assigned.
