COMMENTARY | Rick Perry blew his opportunity to become the Republican nominee for president after his performance in the Florida Republican presidential debate on Thursday. Herman Cain benefited most from Perry's awkward performance in the televised debate before the Florida straw poll.

Cain destroyed Perry, capturing 37.1 percent of the votes to Perry's 15.4 percent and Mitt Romney's 14 percent, according to Yahoo! News. The Republicans attending the debate and the straw poll expressed the need for Republicans to separate themselves from the Democrats, who insist on spending the country into bankruptcy.

The unprecedented margin of victory is the perfect statement from the Florida Republicans. Perry has no chance of getting elected and Romney needs to adopt a more conservative approach. Cain's unpolished political skills do not overshadow his passion and his out of the box ideas.

Cain won this straw poll for several reasons. First is Cain's business sense. Cain is not looking to solve the problems with government intervention. His ideas are to unleash business from government regulations and drastically eliminate government waste.

Cain also made points with his 999 plan. The plan deviates from the flat tax or fair tax ideas being floated for a national sales tax. The plan does institute a 9 percent national sales tax, but it also lowers the tax rate for individuals to a 9 percent flat tax as well.

Instead of being bogged down in name calling and attacking his fellow Republicans, Cain has chosen the campaign to push his views of an American economy that allows businesses large and small to flourish and Americans who are willing to work.

Cain has struggled to attain national attention and this weekend's straw poll shows the discontent among Republicans. Why is he suddenly the flavor of the month in Florida? Perry is a stiff and an unappetizing prospect in a national election against the charisma of Barrack Obama and Romney is too moderate in tea party voter's minds.

The time is perfect for Herman Cain to make huge strides in the race for the Republican presidential nomination. Cain will need to enhance his presentation of his 999 plan and he will also need to adjust some key foreign policy issues to get the mainstream votes needed but his energy and desire make him a potential player in 2012.

Obama tells blacks to 'stop complainin' and fight (AP)

WASHINGTON ? In a fiery summons to an important voting bloc, President Barack Obama told blacks on Saturday to quit crying and complaining and "put on your marching shoes" to follow him into battle for jobs and opportunity.

And though he didn't say it directly, for a second term, too.

Obama's speech to the annual awards dinner of the Congressional Black Caucus was his answer to increasingly vocal griping from black leaders that he's been giving away too much in talks with Republicans -- and not doing enough to fight black unemployment, which is nearly double the national average at 16.7 percent.

"It gets folks discouraged. I know. I listen to some of y'all," Obama told an audience of some 3,000 in a darkened Washington convention center.

But he said blacks need to have faith in the future -- and understand that the fight won't be won if they don't rally to his side.

"I need your help," Obama said.

The president will need black turnout to match its historic 2008 levels if he's to have a shot at winning a second term, and Saturday's speech was a chance to speak directly to inner-city concerns.

He acknowledged blacks have suffered mightily because of the recession, and are frustrated that the downturn is taking so long to reverse. "So many people are still hurting. So many people are barely hanging on," he said, then added: "And so many people in this city are fighting us every step of the way."

But Obama said blacks know all too well from the civil rights struggle that the fight for what is right is never easy.

"Take off your bedroom slippers. Put on your marching shoes," he said, his voice rising as applause and cheers mounted. "Shake it off. Stop complainin'. Stop grumblin'. Stop cryin'. We are going to press on. We have work to do."

Topping the to-do list, he said, is getting Congress to the pass jobs bill he sent to Capitol Hill two weeks ago.

Obama said the package of payroll tax cuts, business tax breaks and infrastructure spending will benefit 100,000 black-owned businesses and 20 million African-American workers. Republicans have indicated they're open to some of the tax measures -- but oppose his means of paying for it: hiking taxes on top income-earners and big business.

But at times, Obama also sounded like he was discussing his own embattled tenure.

"The future rewards those who press on," He said. "I don't have time to feel sorry for myself. I don't have time to complain. I'm going to press on."

Caucus leaders remain fiercely protective of the nation's first African-American president, but in recent weeks they've been increasingly vocal in their discontent -- especially over black joblessness.

"If Bill Clinton had been in the White House and had failed to address this problem, we probably would be marching on the White House," the caucus chairman, Rep. Emanuel Cleaver of Missouri, recently told McClatchy Newspapers.

Like many Democratic lawmakers, caucus members were dismayed by Obama's concessions to the GOP during the summer's talks on raising the government's borrowing limit.

Cleaver famously called the compromise deal a "sugar-coated Satan sandwich."

But Cleaver said his members also are keeping their gripes in check because "nobody wants to do anything that would empower the people who hate the president."

Still, Rep. Maxine Waters, D-Calif., caused a stir last month by complaining that Obama's Midwest bus tour had bypassed black districts. She told a largely black audience in Detroit that the caucus is "supportive of the president, but we're getting tired."

Last year, Obama addressed the same dinner and implored blacks to get out the vote in the midterm elections because Republicans were preparing to "turn back the clock."

What followed was a Democratic rout that Obama acknowledged as a "shellacking."

Where blacks had turned out in droves to help elect him in 2008, there was a sharp drop-off two years later.

Some 65 percent of eligible blacks voted in 2008, compared with a 2010 level that polls estimate at between 37 percent and 40 percent. Final census figures for 2010 are not yet available, and it's worth noting off-year elections typically draw far fewer voters.

This year's caucus speech came as Obama began cranking up grass-roots efforts across the Democratic spectrum.

It also fell on the eve of a trip to the West Coast that will combine salesmanship for the jobs plan he sent to Congress this month and re-election fundraising.

Obama was leaving Sunday morning for Seattle, where two money receptions were planned, with two more to follow in the San Francisco area.

On Monday, Obama is holding a town meeting at the California headquarters of LinkedIn, the business networking website, before going on to fundraisers in San Diego and Los Angeles and a visit Tuesday to a Denver-area high school to highlight the school renovation component of the jobs package.

LONDON (AP) -Owen Hargreaves marked his return to competitive football with a debut goal for Manchester City in a 2-0 win over defending champion Birmingham in the League Cup on Wednesday.

The England midfielder, who struggled through three injury-plagued years before being released by City's neighbor Manchester United in the offseason, fired in City's opener from 25 meters (yards) in the third-round victory over the cup holders.

Hargreaves, who has had operations on both knees in recent years, managed to complete 57 minutes before being substituted. It was the Canadian-born player's longest appearance since completing United's match against Chelsea exactly three years ago.

"After so long out, I don't think it was easy for him before the game," City manager Roberto Mancini said. "But he worked well and scored a fantastic goal."

On a night of comebacks, Liverpool captain Steven Gerrard returned after six months out in a 2-1 victory over Brighton.

Two of Wednesday's games were settled by penalties. Chelsea beat Fulham 4-3 in the shootout after a 0-0 draw through 120 minutes, while Cardiff beat Leicester 7-6 on spot kicks after the second-tier clubs were level at 2-2 after extra time.

Everton also reached the fourth round by beating West Bromwich Albion 2-1 after extra time, and League Championship leader Southampton defeated Preston 2-1.

Hargreaves had managed just six minutes of playing time in the three years since that Chelsea match, and many thought his career was over at the age of 30 when his United contract ended.

But the former Bayern Munich midfielder posted videos on YouTube to prove his fitness, and was given a surprise contract across the Manchester divide at City.

Three weeks later, Hargreaves showed it was a gamble worth taking by Mancini.

It took him just 17 minutes to score against Birmingham, seizing on a loose ball as Carlos Tevez and Mario Balotelli had their route into the penalty area blocked and unleashing the ball from distance past goalkeeper Colin Doyle and into the top corner of the net.

"Owen is a fantastic player, who can become a very important player for us," Mancini said. "He hasn't had any problems in the last three weeks. At the moment his knee is fine."

Hargreaves was still on the pitch when Mario Balotelli scored his first goal of the season to make it 2-0 in the 38th minute.

The Italy striker steered Aleksandar Kolarov's low cross from the left flank into the bottom corner.

Former City striker Craig Bellamy rewarded new club Liverpool for its decision to re-sign him on Aug. 31 by scoring on his first start since returning after four years.

On the south coast at Brighton, Bellamy's shot went in off the post in the seventh minute from an awkward angle after linking up with strike partner Luis Suarez.

Gerrard came on as a substitute for the last 15 minutes after a recurring groin injury kept him out since March.

Dirk Kuyt doubled Liverpool's lead in the 81st before Ashley Barnes pulled one back from the penalty spot after Jamie Carragher fouled Vicente Rodriguez.

At Stamford Bridge, Chelsea manager Andre Villas-Boas said it was a "superhuman effort" surviving with 10 men after Alex was sent off at the start of the second half.

The match ended in confusion as it was unclear whether the final penalty from Fulham's Bryan Ruiz crossed the line after bouncing down off the crossbar. Referee Chris Foy adjudged that it did not.

In the first half, Chelsea striker Daniel Sturridge found the net but was ruled to have been offside and he injured himself in the process of beating Stephen Kelly to the ball. The hamstring injury could rule him out of Saturday's match against Swansea.

Goalkeeper Petr Cech was also hurt after colliding with Orlando Sa and was replaced at half time by Ross Turnbull.

"He felt a bit dizzy," Villas-Boas said. "Petr went for a scan in hospital but is OK. ... He felt it was better not to take risks."

Alex was sent off after bringing down Kerim Frei in the 47th, but Pajtim Kasami blasted the resulting penalty kick against the crossbar.

"The result was good, but I still feel at the back of my mind I could have beaten them for the first time in 32 years (at Stamford Bridge)," Fulham manager Martin Jol.

At Goodison Park, Everton captain Phil Neville scored the winner in stoppage time after Marouane Fellaini had forced the game into extra-time with an 89th-minute volley that canceled out Chris Brunt's penalty kick for West Brom.

Money manager pays $2.5M to settle fraud case (AP)

WASHINGTON ? A former California investment executive is paying $2.5 million to settle federal charges that he hid a computer error that resulted in financial losses for clients. He will also be banned from the securities industry for life.

The Securities and Exchange Commission said Thursday that Barr M. Rosenberg, the co-founder and former chairman of AXA Rosenberg, learned of the coding error in June 2009. But Rosenberg told others to keep it quiet and not fix it immediately, the SEC said.

The error was not disclosed to clients until April 2010. By then, clients lost $217 million.

Rosenberg, 68, was the developer and original programmer of the computer model used to manage clients' investments.

"Rosenberg chose concealment over candor, and in doing so, selfishly served his interest over those of his clients," said Robert Khuzami, the SEC's enforcement director.

Rosenberg's attorney, Jonathan R. Bass, said his client is relieved the matter is concluded.

"He never acted with any intention to cause harm to AXA Rosenberg clients or to gain any advantage or any benefit for himself," Bass said.

The investment firm has paid $242 million to settle civil fraud charges. AXA Rosenberg neither admitted nor denied wrongdoing in settling the case. But it agreed to refrain from future violations of securities laws.

Jeremy Baskin, AXA Rosenberg's global chief executive officer, said in a statement that the firm was "not a party to the settlement" and that "Barr has not been involved with the operations of AXA Rosenberg for quite some time."

"Our focus is on looking forward and delivering returns for our clients," he said.

AXA Rosenberg, based in Orinda, Calif., is owned by French insurance company AXA SA. The company's assets have declined to $29 billion as a June, down from $70 billion in early 2010.

I am in cosmetology school right now. Almost finished. My cosmetology school is an adult class in a vocational high school. Every kid in there thinks I am a teacher in there. And I was wondering for a while thinking of becoming a teacher because I kind of like the idea of the school atmosphere. I?m good with kids and I understand them and what they go through. How do you become a teacher? What is the procedure? Do I need an associates or higher degree to become a teacher?

You need a minimum of a bachelor?s in education to become a teacher in every state I have lived/worked in. To achieve Professional status, you also need a masters. I am not sure if vocational schools work differently, but I know to become certified you MUST have a bachelor?s. It doesn?t have to be in education, but you need certain education classes and you have to take a teacher test, usually a Praxis or another state test depending on the state. I would speak to your guidance counselor. You may be able to teach at a beauty school type of setting instead of a high school setting with just a few years of on the job experience in cosmetology. You don?t want to waste teaching talent if you have the touch, there are so few that do!

Captive breeding could transform the saltwater aquarium trade and save coral reefs

Marine biologists at The University of Texas at Austin Marine Science Institute are developing means to efficiently breed saltwater aquarium fish, seahorses, plankton and invertebrates in captivity in order to preserve the biologically rich ecosystems of the world's coral reefs.

These scientists believe their efforts, and those of colleagues around the world, could help shift much of the $1 billion marine ornamental industry toward entrepreneurs who are working sustainably to raise fish for the aquarium trade.

"It's the kind of thing that could transform the industry in the way that the idea of 'organic' has changed the way people grow and buy fruits and vegetables," says Joan Holt, professor and associate chair of marine science at The University of Texas at Austin. "We want enthusiasts to be able to stock their saltwater tanks with sustainably-raised, coral-safe species."

Holt is a co-author of a recent article, "Advances in Breeding and Rearing Marine Ornamentals," published in the Journal of the World Aquaculture Society in April.

The paper is a complement to Holt's broad-ranging work over the past 10 years to promote captive breeding of ornamentals. She's been a pioneer in developing food sources and tank designs that enable fragile larvae to survive to adulthood.

Holt has also been a vocal critic of the extraordinarily wasteful methods currently used to bring sea creatures from the oceans to the tanks.

"One popular method is to use a cyanide solution," says Holt. "It's squirted into the holes and crevices of the reef and it anesthetizes the fish. They float to the surface. Then the collectors can just scoop them up, and the ones that wake up are shipped out."

This method, says Holt, has a number of unfortunate effects. It bleaches the coral. It kills or harms other species that make the coral their home, particularly those that can't swim away from the cyanide. It can deplete or distort the native populations of the species. And it contributes to 80 percent of traded animals dying before ever reaching a tank.

Unlike the freshwater ornamental market, which relies mostly on fish raised in captivity, the saltwater ornamental market is 99.9 percent wild caught. Holt says this is largely because there's less accumulated knowledge on breeding saltwater fish in captivity. Saltwater species also tend to spawn smaller, less robust larvae, which are harder to rear to maturity, and to rely on various foods, such as plankton, that are not readily available in mass quantities for breeders.

Yet all these difficulties, says Holt, are surmountable.

She and her colleagues in Port Aransas, where the Marine Science Institute is located, have successfully bred in captivity seven species of fish, seahorses and shrimp they've caught from the Gulf of Mexico and the Caribbean, including species that other biologists had tried but failed to rear before. Others have successfully bred popular species like clownfish, gobies, dottybacks, and dragonets, as well as coral, clams, invertebrates, and algae.

Several big aquariums, including SeaWorld, have committed to assisting in the breeding and egg collection effort, and to integrating into their exhibits information about how the aquarium trade impacts the coral reefs.

Holt and her colleagues envision, ultimately, is a "coral-safe" movement. The science, the economics and the social awareness could together result in a sea change in how saltwater aquariums are populated and how saltwater tank enthusiasts think of themselves and their passion.

As more tank-raised ornamentals percolate into the market, Holt believes people will see another advantage to buying sustainably. The fish will simply do better. They'll live longer, be healthier and be easier to care for.

"Species that are bred in captivity should adapt much better to your tank than something that was just caught halfway across the world, in a different system," says Holt. "Good retailers will want to sell these species, and consumers will benefit from buying them."
